Regional City Updates – Jurupa Valley, Santa Ana, Corona, City of San Bernardino, Ontario, Riverside

Alert! Jurupa Valley Amends MH Park Rent Control Ordinance to Allow NO ANNUAL RENT INCREASES!! 

Jurupa Valley city council considered amendments to the mobile home rent control law that went into effect many years ago when the area was in the unincorporated area of Riverside County. When the city of Jurupa Valley was incorporated 15 years ago the city adopted the county ordinance which provided for 100% of CPI annual rent increases. The proposed amendments included changing the annual increase to a maximum of 4% and showed up on the council agenda with no notice to park owners. It turns out the city staff and city council had been meeting over the past year with park residents led by rent control activist Maribel Nunez, Executive Director of the Inland Equity Community Land Trust and also the Inland Empire Tenants Union.

 

After public comment from activists urging no more than a 2% annual rent increase, a council member immediately proposed the adoption of a ZERO annual rent increase, and everything went downhill from there. The council voted unanimously to adopt no rent increases in mobile home parks! The city attorney is to come back at the second reading with information if this is legal. On other very annoying news, rent controlled cities of Santa Ana and Corona increase fees more than they allow park owners to raise the rent each year. Santa Ana charges a rental registry fee paid by the park owners and the park residents. The fee was recently increased from $100 to $104 a year – a 4% increase while they limit rent increases of CPI or 3% whichever is less. This year the increase was less than 3%. In the city of Corona at a recent council meeting a resident got up to complain about a 50% increase in the city’s fees to use a private room in the library.

Again, like Santa Ana, Corona limits annual rent increases to CPI or maximum of 3%! What is wrong with this picture?! In the city of San Bernardino, Councilmember Treasure Ortiz is on trial accused of allegedly secretly recording conversations with police officers. In 2025 Ortiz sued the city for $2 million in damages. She claimed the police department worked to search records to check criminal history to undermine her campaign for city council. In the City of Ontario where there are active FBI investigations of a council member underway, the city staff is bringing forward the MHP Accord that was not finalized because all park owners did not sign the Accord agreement. This is going to be an interesting council meeting since staff is not sharing what changes they are proposing to the Accord. And, finally, in the city of Riverside, the council’s annual review of their rent control ordinance will be heard the first week in September.
