Regional City Updates: Santa Ana, Anaheim, Upland

According to a recent Voice of Orange County article, the city of is having budget problems. One solution would be to cut back on the extraordinary bureaucracy that has been created to administer the city’s rent control ordinance! It is beyond incredible how very involved the rent control staff is in going out to meet personally with mobile home park residents to help them complete complaint forms against park management. Community activist groups are very involved – now Viet Rise is holding meetings in a second park. Please be on alert for any activity in your parks. Anaheim rent control ballot measure signature gathering continues, but time is running out. In order to qualify to be on the November 2026 ballot, the over 20,000 signatures need to be submitted within the next few weeks. The City of Orange had on its agenda consideration of a vacant unit tax and other tax measures which failed to pass. Orange, like many cities is facing budget shortfalls. Upland repealed their long-standing mobile home rent control ordinance a little over a year ago. It took about that long for the residents to figure out it had been repealed. After filling the city council chambers and requesting the reinstatement of the very restrictive rent control ordinance, the city council has approved the first reading of the modifications to the old ordinance which includes vacancy decontrol. The second reading of the ordinance is scheduled for May 26.
